They are trying to address the thing we all moan about - the drop off after this age group. They will play lower league first teams every month in addition to the same age groups at the elite clubs. For years our players have frozen when coming up against the unknown (pumping out of Europe in preliminary rounds etc) - this may help address the problem by playing against different players and styles, instead of the usual faces for the hundredth time.
