For example, police could see that someone visited www.bbc.co.uk - but not the individual pages they viewed. The government must think we're fukkin stupid. Terrorists aren't daft. If they want to communicate anonymously, they will and they'll use all the (currently) unbreakable encryption techniques. I don't really think it's foiling terrorists that is the goal here though. There's money to be made in the VPN business now the government has announced this.
