For example, police could see that someone visited www.bbc.co.uk - but not the individual pages they viewed. Can you imagine the government trying to get through proposals to somehow store and access data on every physical newspaper, magazine, or book you read, every film or television programme you watched, every radio broadcast you listened to, everyone you spoke to and every piece of correspondence you sent or received? The government must think we're fukkin stupid. Terrorists aren't daft. If they want to communicate anonymously, they will and they'll use all the (currently) unbreakable encryption techniques. I don't really think it's foiling terrorists that is the goal here though. There's money to be made in the VPN business now the government has announced this.
