It is top league only. And the figures are from last season. Doubt they'd have been interested with the 23rd best team in Scotland that year. ICT always seem to have a pretty small squad though, so perhaps just concentrate their money on players. Where as County spread it out over more players. Baseball has salary rules surrounding a player's first 6 years of play in the big leagues. For the first three, a club is only contractually obliged to pay a player the minimum wage of just over $500k. For the second three they go through a process of arbitration, where the player and club decide on a salary based on the player's ability in relation to their peers, or if they can't agree, go to arbitration where both sides pick a figure and the arbitrator decides what figure is used. This means that a players salary is relatively capped up until they're around 28-30. It's only usually once they hit free agency, after the 6 years is up, that they get the huge payouts. It's this capping of wages that keeps the average relatively low, which is what the document you linked to bases it's figures on. There's also only 25 men on a big league baseball team, so if the figures provided are in relation to a 40/50 man squad of football players, it makes the difference more acute.
