Brown was quite happy to give the illusionof Home Rule/substantial powers before Indy Ref and it hasn't happened. You'll have a fair few fair weather crowd who'll look at it as "oooh he was Prime Minister", but as for his actual impact, I don't think they'll get the result they are expecting.
